Online gaming is saved through the cloud servers so as long as you delete your local saves and download the game again it will be fine

so if i delete gta 5 and re install it will all my online stuff and my story be saved

You would not your online progress is held by rockstar games and is not attached to your installed copy of the game, on top of that as with any other game on xbox your data is held in the cloud storage so if you uninstall the game you aren't clearing your saved data and it will be there waiting for you when you next install and load the game.

Since it's not linked, I'll provide this page here which has a FAQ about cloud saves on Xbox One. If you do not explicitly delete your save file, and select "Delete from EVERYWHERE" and click to verify the next prompt, your cloud saves will be safe, and the next time you reinstall and then launch the game, it'll take a second and show a progress par for it Syncing your progress, which is the system pulling down your cloud saves. You'll be good to go.

online progress is held by rockstar games and is not attached to your installed copy of the game

Good point, mentioning that your online progress is profile based with your Rockstar Social Club account, so if you reinstall and log in with a different Social Account or create another one, that might appear like you lost progress, and is important part of it.
